Bin collections for the festive season have been arranged, with changes to ensure bin crews enjoy the Christmas holidays and residents get both their refuse and recycling bins collected.

The 2020 Christmas arrangements include:

  • No collections from 25 December-01 January
  • Double collections on 18-24 December and 02-07 January
  • Both refuse and recycling bins to be presented on double collection day
  • Friday 01 January collection moves to Saturday 02 January

Double Collections

On the last scheduled bin collection before Christmas Day, and the first scheduled collection of 2021, residents are asked to present both their refuse and recycling bins.

All schedules for Christmas and throughout 2021 can be found on the website.

New Year’s Day scheduled collection

Residents usually collected on a Friday are asked to present their refuse and recycling bins on Saturday 02 January, with crews emptying bins on this day.

Excess Waste

Up to three clear plastic bags of recycling will be taken beside a bin on the first collection after Christmas.

For safety reasons, please ensure that any glass or sharp objects are placed in your bin rather than in any clear plastic bags.

No additional refuse waste will be collected.

To dispose of any excess waste, book a slot at Leicestershire County Council’s tips on their website.

Excess Cardboard

So that the collection team can safely handle and load card onto the vehicle please ensure that the card could all fit into your bin if it were empty with the lid closed.

Any larger pieces of cardboard should be reduced so that they are no bigger than the height and width of the bin. Please also ensure that any other material, such as polystyrene, is removed.

Launch of Leicestershire Communities Fund Round 3

We are pleased to announce that a third round of funding has been agreed by Leicestershire County Council to support community organisations affected by the Covid-19 pandemic.

A total of £600,000 is being made available in Round 3 of the Leicestershire Communities Fund for a limited period of time (until 22nd January 2021), for organisations delivering services for vulnerable people who live in Leicestershire.

The funding can also be used for community-based organisations to develop new and innovative ways of working, to help deliver services for vulnerable people more effectively now and in the future.

The maximum amount available to any one organisation will be £15,000 and the minimum amount is £500.

Charities, constituted voluntary and community organisations, social enterprises and faith-based organisations can apply for a maximum of £15,000 for support with the following activities:

  • Support for core running costs – for organisations who have experienced a loss of income due to services closing or operating at a reduced level and where this may lead to the permanent closure of the organisation
  • Extra staffing – capacity required to meet existing or increased demand for services, to support vulnerable people during the pandemic
  • Adapting services – the need to adapt service delivery models to ensure key services can continue to be delivered
  • Transitional costs – costs associated with developing new ways of delivering services in the future, including partnership/collaborative approaches
  • Equipment – funding for ICT equipment, safety/PPE equipment, or other capital costs for items/equipment deemed acceptable in relation to the fund
  • Digital Inclusion – funding to help enable service users to access services using digital technology
  • Community Buildings – funding to help with the safe re-opening, usage and cleansing of community buildings, to enable services to be delivered
  • Transport – funding for use of vehicles, transport, fuel etc. to enable visits to service users
  • Expenses – funding for increased expenses costs such as reimbursing travel costs for staff/volunteers who need to visit service users, if it safe to do so, in their home or in other locations.
  • Other – anything else deemed acceptable in relation to the criteria for the Fund

 

Round 3 will have an additional focus on supporting community groups who are providing a vital service to local people during the pandemic, including:

  • support for people who are described as clinically extremely vulnerable
  • the provision of welfare and associated support for vulnerable and disadvantaged people and families, including money/debt advice services; employment related support; food bank and associated food provisions; and access to other essential supplies and equipment
  • support to improve the mental health and wellbeing of people affected by the pandemic, including projects which reduce isolation and loneliness

 

If you are a charity, community organisation, social enterprise or faith-based organisation who fulfils any of the above criteria, you can apply for a grant online on the Leicestershire Communities website.

 

Parish and Town Councils can also apply on behalf of non-constituted community organisations.

Test centre comes to Narborough

A temporary Covid-19 walk-in test centre will be set up on the Visitors Car Park at Blaby District Council’s Offices on Desford Road in Narborough.

The site will be managed by Department of Health and Social Care and their contractors, and will remain in place for six months, although this may be extended depending on local testing need.

The walk-in test centre will operate from 8am-8pm seven days a week and offer vital testing capacity locally. As tests are offered by appointment only, the number of people on the site at any one time is always limited.

Work will begin on site in the next few days and the test centre is expected to be up and running on Friday 20 November.

Council Leader Councillor Terry Richardson said: “This new walk-in centre will make it even easier for anyone who thinks they have coronavirus symptoms to get a test done locally, avoiding the need to travel large distances.

“We’re pleased an appointment-only, walk-in test centre on the site of Blaby District Council offices is being set up. Testing is a vital part of helping to get this virus under control and making sure we’re protecting the people we know and love.”

Celebrate Halloween Safely

Halloween is one of the most exciting times of year for young children as they’re usually taken door to door to enjoy trick or treating.

There’s no need to cancel Halloween; in fact there are many fun things that you can do to enjoy Halloween as a family, but the usual trick or treat door knocking should be avoided because of the difficulties in maintaining social distancing and the risks of sharing food.

So what can you do to enjoy Halloween as a family?

  • Carve or decorate pumpkins as a family to decorate your house
  • Enjoy Halloween treasure hunt where children are given lists of Halloween-themed things to look for while they walk outdoors
  • Hold a Halloween movie night with people you live with
  • Go virtual and host an online Halloween costume party or contest with friends
  • Organise a treasure hunt-style trick-or-treat search with your household members in or around your home.

Its down to us to limit contact with others to reduce the risk of spreading the virus.

Air Quality Consultation open

A consultation on Blaby District Council’s new Air Quality Action Plan is now open for resident’s views.

The comprehensive new plan will replace the previous version, first introduced in 2014. Work on the plan has seen the Council shift priorities to offer deliverable and sustainable objectives.

Residents are invited to offer their views on the proposals before the document is put to Cabinet Executive for approval.

Setting out to improve air quality in the district, the plan’s objectives include:

  • Monitoring Nitrogen Dioxide levels throughout the district
  • Work with local schools, businesses and Leicestershire County Council to try and reduce traffic levels
  • To implement the Walk and Ride Blaby initiative to connect communities and places by creating and improving a sustainable transport network

The Council is also keen to work with taxi drivers, bringing them into the next generation of car ownership and encourage a shift towards EV ownership. 24 charging points will be delivered in Blaby District Council’s car parks in the coming months as part of a commitment to EV ownership.

Work to further understand traffic problems in the Air Quality Management Areas is also part of the plan. The Council currently has five Management Areas in the district, in areas including Enderby, Braunstone Town and Whetstone.

Councillor Sharon Coe, Portfolio Holder for Health, Wellbeing and Regulatory Services, said: “This plan set out our vision of how we want to tackle air quality over the next five years. We have a number of initiatives that we want to achieve, but want to hear what residents think before we finalise our plans.

“This is a critical issue both locally and nationally and we understand our responsibilities in ensuring our air quality is improved, to benefit the lives of residents. Please let us know what you think before the closing date.”

Pay by Phone parking introduced

Car park changes

 

A new way of paying for parking in Blaby District Council’s car parks has been introduced to make cashless payments easier.

With Johns Court and Enderby Road car parks in Blaby, as well as Leicester Rd in Narborough remaining free throughout September, normal charges will apply in Weavers Court and the Railway Station car parks from Tuesday 01 September.

From this date PayByPhone will be introduced. The app-based service will mean visitors can make their payment over the phone with no need to use a ticket machine, or display a ticket in their car.

There will also be no service charge for using the app.

Additional business grant funding distributed

Nearly £500,000 of government funding has been given out by Blaby District Council to more than 60 local businesses as part of the Discretionary Grants Scheme.

Additional funding was provided by the government for the Council to help those who weren’t eligible for the government’s covid-related schemes, including the Small Business or Retail, Leisure and Hospitality Funds.

A local scheme was formed to distribute the £532,000 discretionary funding from the government. Priority given to specific sectors including properties occupied by a charity, regular market traders and businesses considered to be important to the local economy.

As well as distributing funding to businesses during the coronavirus pandemic, Blaby District Council has been supporting local businesses in Blaby Town Centre and set up a new Business Hub. The Business Hub will see a specialist team at the Council work with local firms, providing resources, assistance and information on a range of issues.

Councillor Maggie Wright, Deputy Leader and Portfolio Holder of Finance and Assets, said: “I am extremely proud of our team, who have worked incredibly hard to process the applications we have received from during this traumatic period for businesses. Their huge effort has seen nearly £11 million in grants awarded to more than 950 businesses.”

“The funding we have provided is vital for not only each individual businesses’ survival during this pandemic, but also the economic prosperity of the district, which we are committed to supporting through our new Business Hub.”

Community Grants reopen for applications

Vital support for local organisations is available as Community Grants from Blaby District Council re-open following the coronavirus pandemic.

The first round of grants will prioritise help for organisations who need support directly as a result of the recent pandemic. To ensure as many groups as possible receive funding, more money will be available in the first round, with the maximum Small Capital and Revenue Grants amounts increasing to £1,000.

There will also be a more flexible approach to project costs to help organisations that have lost income during this difficult period. The deadline for grants is midday on Friday 14 August.

The reopening of the Community Grants scheme coincides with the launch of the Voluntary and Community Sector Hub. This new section of the Blaby District Council website is dedicated to supporting local charities, community groups, sports clubs and venues across the local area.

Containing a range of information on funding, government guidance, volunteering and supporting vulnerable people, the Voluntary and Community Sector Hub information page is the ideal place for any local organisations in need of help and advice.

Councillor Sharon Coe, Portfolio Holder for Health, Wellbeing and Regulatory Services, said: “We’ve always known that our voluntary sector, and the hundreds of volunteers who put themselves forward, play an incredibly important role in the wellbeing and lives of local residents. We have seen this through the new and established organisations that have sprung into action over the last few months.

“The voluntary and community sector still faces huge challenges over the coming months as they try to make up for lost income or fundraising opportunities.

“We hope that by providing timely information, advice and financial support we can help our much-loved voluntary sector organisations get back on their feet as quickly as possible.”

Important safety measures have been completed ready for reopening and signs installed to remind users about the importance of safety rules including social distancing, hygiene and limiting numbers, to reduce the risk of spreading Covid-19.

It will be brilliant to see children playing in local play areas again and following the guidance about how to use the facilities safely.  As a reminder please put your litter in a bin when you’re using the parks and play areas or take it home with you and throw it away there.  If the bin is full, please don’t leave litter beside it as this is also a risk to wildlife – please take it home with you instead.

We all have to do our bit to stay safe, save lives and to ensure that we can keep the district open.
